各市、县(市、区)党委和人民政府,省直属各单位:根据《中共浙江省委浙江省人民政府关于统筹城乡发展促进农民增收的若干意见》(浙委[2004]1号)关于在全省建立农村工作指导员制度的要求,经省委、省政府同意,现就有关问题通知如下:一、充分认识建立农村工作指导员制度的重要意义近年来,我省农村生产力迅速发展,农民收入和生活质量不断提高,进入了全面建设小康社会、提前基本实现现代化的历史新阶段。但是也要看到,农业农村工作存在农业增效难、农民增收难、农村基层政权建设和组织建设亟待进一步加强等问题。建立农村工作指导员制度,是落实中央提出的“把解决‘三农’问题放到全党工作重中之 According to ”Several Opinions of Zhejiang Provincial CPC Committee and Zhejiang Provincial People’s Government on Balancing Urban and Rural Development in Promoting Peasants’ Income Increase“ (Zhejiang Committee [2004] No.1) With the consent of the provincial party committee and the provincial government, we hereby notify you of the relevant issues as follows: I.
