生态环境部日前发布的《中国应对气候变化的政策与行动2018年度报告》指出,2017年中国碳强度比2005年下降约46%,已超过2020年碳强度下降40%~45%的目标,碳排放快速增长局面得到扭转。生态环境部应对气候变化司司长李高表示,建立全国碳排放权交易市场是用市场机制控制温室气体排放的重大制度创新。我国2011年起在7个省(市)开展碳排放权交易试点工作,为建立全国统一的碳排放权交易市场打下基础。从2013年6月份开始,试点碳市场陆续上线交易。截至2018年10月份,7个试点碳市场累计成交量突破2.5亿t
