实行文职人员制度,是世界主要国家军队的通行做法。我军应学习借鉴发达国家军队的有益经验,探索构建与战区体制相适应的文职人员工作运行机制。具体而言,要把握职能定位,紧跟改革强军更新思想观念;聚焦为战务战,构建平战一体、精准高效运行模式;挖掘社会资源,走开开放灵活的选才育才路子;强化政策支撑,持续有效激发活力增强动力。
The implementation of the civilian personnel system is a common practice among the major countries in the world in the military. Our military should learn from the useful experience of the developed countries’ armed forces and explore the mechanism for the establishment and operation of the civilian workforce compatible with the theater system. To be specific, we must grasp the orientation of our functions, keep up with the ideas of reform and strengthening the military and update our thinking. We should focus on fighting peacefully to build a model of peace-war integration that will operate accurately and efficiently. We should tap the social resources and take a flexible approach to selecting and educating talents. Support, continue to effectively stimulate vitality and enhance power.
