自20世纪50年代,提出人力资源的概念以来,世界各国对人力资源管理的众多问题进行了广泛的研究,人事管理理论和实践进入了全新的人力资源管理阶段。新经济时代下现代企业人力资源管理职能已经从传统的人事管理转变为战略人才资源管理职能。但我国目前大多数企业的人力资源管理仍处于人事管理和人资管理之间的波动阶段,致使人力资源管理一直侧重于经验型、粗放式、非战略性资源的管理。随着国家对科研体制改革的不断深入和对人力资源作为组织发展战略性资源的深入认识,人力资源管理科学化越来越受到重视。分析国内大多数企业人力资源管理中存在的问题及改进人力资源管理落后状况的对策与方法。
Since the concept of human resources was proposed in the 1950s, various countries in the world have conducted extensive research on many problems of human resources management. The theory and practice of personnel management have entered a new stage of human resources management. Under the new economic era, the function of human resource management of modern enterprises has been changed from the traditional personnel management to the function of strategic human resource management. However, the current human resources management of most enterprises in our country is still in the phase of fluctuation between personnel management and human resources management. As a result, human resources management has always focused on the management of experienced, extensive and non-strategic resources. With the continuous deepening of the reform of the scientific research system and the in-depth understanding of human resources as a strategic resource for organizational development, more and more attention has been paid to the scientific management of human resources. This paper analyzes the problems existing in the human resources management in most domestic enterprises and the countermeasures and methods to improve the backward conditions of the human resources management.
