住房共有、口粮免费、环境优美、养老保险由村集体交、物管水电费全免,听起来,这像是乌托邦生活,但在红色老区刘老庄村,这种生活却奇迹般地实现了。1943年3月18日,新四军三师七旅二营四连82位勇士为保护根据地党政机关和人民群众生命安全,在淮阴刘老庄与千余日伪军浴血奋战,全部壮烈牺牲。烈士的鲜血让这个普通的小村庄不再默默无闻,刘老庄成为了一片受人敬仰的红色沃土。不怕牺牲、勇往直前的铁军精神也在老区人民心中生了根。解放后,由于种种原因,贫穷落后却一直伴随着刘老庄村。到2005年,农民人均年收人仅2200元,村集体经济收入为零,欠债近8万元,是江苏省1011个经济薄弱
