一般说来,秘书人员在领受写作任务时,对领导同志交办的制发文件的目的、文件所要阐明的基本观点或解决哪些主要问题,以及该文件的受文对象、发送范围都应该是明了的;而实际操作时,秘书所拟文稿又往往不能尽合领导者的意图,修改、返工是常事.这个现象说明,秘书拟稿时须有一个“转化”过程,在“转化”过程中,秘书的思维活动与领导人产生共振,进而在认识上求得共识,即将“领导意图”转化为拟稿人明晰的思想.尽管领导人交代意图往往是原则性的指示或提示,而秘书却一定要将“原则性的指示或提示”具体化为观点明确、材料翔实、逻辑严密的结构体.笔者认为,可从以下方面努力实践:

In the process of “conversion”, the secretary’s Thinking activities resonate with leaders, and then seek common understanding, that is, “leadership intent” into a clear idea of drafters.Although the leaders are often indicative of the intention of the instructions or tips, but the Secretary must be “ Principle of instructions or tips ”into a clear point of view, material informative, logical structure.This author believes that the following aspects can be hard to practice:
