铁路通信走向市场,电务段成为信号专业段。当前,电务“天窗修”兑现率低,加之电务段维修信号专用汽车数量不足,信号维修工作与提速和新图的要求极不适应。从我国铁路信号的现状来看,电务又必需有“天窗修”时间。工务、电务企业重组,合二为一,组建包括信号在内的新型工务段。这样,一能综合利用“天窗”时间,二能解决信号维修的交通工具,三能避免电务段电力段名不清的称呼,四能精减机构,提高劳动生产率。
