护理管理者是日本长期护理保险中的关键角色,承担着为受惠老年人制定护理计划和协调护理服务的责任,为老年人及其家庭照料者提供了极大的社会支持。但护理管理者的角色存在如下问题:角色定位的法律缺位;工作负担重、报酬低、社会认可度低;同时,可能存在“合谋”、诱导过度需求和过度消费的风险。为此,日本应通过完善护理管理者的角色规定以避免角色定位的法律缺位问题,通过政策扶持、宣传等手段降低该群体陷入困境的风险,通过完善政策和制度设计、加强监管等预防和解决角色道德风险问题。
Nursing managers are a key player in long-term care insurance in Japan and assume responsibility for developing nursing programs and coordinating care services for the benefit of the elderly, providing great social support for the elderly and their family caregivers.
