鉴于监督权的行使具有复杂性,强化监督以提高行政相对人的服务满意度是实践中亟待解决的问题,确证两者的关系对提高行政许可绩效至关重要。基于分权制衡理论遴选取四大变量(指标),依据J市41个行政许可审批单位审批绩效第三方评价相关数据,回归分析结果表明,行政相对人更关注行政主体的实质性回应。相对于内部监督途径的健全性,内部监督检查的日常性变化对服务满意度影响更大。据此,应增加行政许可绩效评价指标体系中监督管理指标的权重,强化外部监督回应与内部监督回应之间的联动。
In view of the complexity of the exercise of supervisory power, strengthening the supervision to improve the service satisfaction of the administrative counterparts is a problem to be solved urgently in practice, and confirming the relationship between the two is very important to improve the performance of administrative licensing. The four variables (indicators) were selected based on the check-and-balance theory of separation of powers, and the data of third-party evaluation of performance were examined and approved according to the 41 administrative licensing units in J City. The regression analysis showed that the administrative counterparts paid more attention to the substantive responses of the administrative subjects. Compared with the soundness of internal supervision, the daily changes of internal supervision and inspection have a greater impact on service satisfaction. Accordingly, we should increase the weight of supervision and management indicators in the performance evaluation index system of administrative license, and strengthen the linkage between external supervision response and internal supervision response.
