行政自由裁量权的滥用,必然导致社会的不公平。本文通过“群众”监督是基础,权力机关的监督是保障,新闻舆论监督是关键这三个方面来试图建立其监控体系,以防止行政自由裁量权的滥用。
The abuse of administrative discretion inevitably leads to social injustice. This article tries to establish its monitoring system through “mass ” supervision is the foundation, the supervision by the authority is the guarantee and the news media supervision is the key to prevent abuse of administrative discretion.
