学前教育成本使用效率是学前教育机构在业务活动中投入与产出之间的对比关系,它反映了学前教育机构对其资源的配置状况。基于对武陵山片区4省份23县市的调查显示,2007-2012年间,武陵山片区学前教育成本使用效率总体呈上升趋势,但效率水平还不高,仍然有较大的提升空间。影响学前教育成本使用效率的因素主要包括教师、学生及办学条件。要提高学前教育成本使用效率,我国应调整学前教育经费投入结构,建立经费投入的长效机制;要促进教师力量的均衡,提高幼儿教师待遇;建立学前教育成本的激励-约束制度;同时要明确学前教育经费管理职责。
The cost-effectiveness of pre-primary education is the contrast between pre-primary institutions’ input and output in operational activities. It reflects the allocation of pre-primary educational institutions to their resources. Based on the survey of 23 counties and cities in 4 provinces in Wuling Mountain Area, the cost-effectiveness of preschool education in Wuling Mountain Area shows an upward trend from 2007 to 2012, but the efficiency level is still not high, and there is still much room for improvement. Factors that affect the cost-effectiveness of pre-primary education include teachers, students and school conditions. To improve the cost efficiency of pre-primary education, our country should adjust the input structure of preschool education funds and set up a long-term mechanism of inputting funds; promote the balance of teachers’ power and improve the treatment of preschool teachers; establish the incentive-restraint system of preschool education cost; Pre-school funding management responsibilities.
