我国改革正处在新的关键时刻,新一轮改革高潮正在酝酿、涌动,改革向何处去的问题再一次摆在人们面前。我国改革究竟要以什么为导向?我认为,我国改革应当明确以市场为导向,逐步逼近“市场主体运行、政府相机调控”的目标。为此,在改革的总体思想上必须坚持“两点论”:没有明确的市场导向,就不可能有真正的改革;没有相机的政府调控,就不可能有成功的改革。
The reform in our country is now at a crucial new moment. The issue of the new round of reform climax is brewing, surging and where the reform is going is once again placed before people. What should be guided by the reform of our country? In my opinion, the reform of our country should be clearly guided by the market and gradually approach the goal of “regulating the operation of market players and government cameras.” To this end, we must adhere to the “two-point theory” in the overall thinking of reform: that there can be no real reform without clear market orientation; successful reform can not be achieved without the control of the camera.
