预防失业是失业保险制度的重要功能,然而,由于失业保险相关制度顶层设计缺乏、立法缺位、经办工作人员机制创新和工作方法创新能力不足等原因,其预防失业功能远未充分发挥,一定程度上挫伤了用人单位的用人积极性、迟滞了劳动者劳动技能的提升、造成了沉淀的失业保险基金闲置性浪费。本文拟就失业保险预防失业相关问题提出粗浅看法。一、失业保险预防失业功能发挥不足《失业保险条例》1999年颁布
Unemployment prevention is an important function of the unemployment insurance system.
