随着社会主义改革的发展和新科学技术在档案事业上的运用,档案队伍的外态结构和心态动向也与过去有了很大的变化,过去那种传统的档案队伍有所改变,创新型和现代化的成员与成分逐渐增加。因此,整个档案队伍的心态动向随之复杂了。我们要认真地分析研究档案队伍的心态动向,采取有针对性的对策是带好队伍的当务之急,也是加强思想政治工作,保证完成工作任务的关键。 一、外态结构的新变化。档案队伍自十一届三中全会以来,队伍构成日趋知识化、年轻化。仅河北省1990年县以上档案管理机关共有专职人员2290名。其中35岁以下的1010名,占总人数的44％;大专文化程度768名,占总人数的34％;中专和高中文化程度的1290名,占总人数的56％;从档案专业程度看,大专以上276名,占总人数的12％;从专业技术职务看,高、中、初级专业职务受聘1248名,占总人数56％。上述数字其显著特点是:一是年轻人多;二是有大专以上文凭的增多;三是有专业职称的人多,这三多就是当前档案队伍的外态结构主要表现。
