1994年3月29日,国务院第17次常务会议上讨论通过了《中华人民共和国城市房地产管理法》草案,并将本法草案报请全国人大审议。 同年5月8日至12日在全国人大常委会上,第一次审议《中华人民共和国城市房地产管理法》。委员们对本法充分发表了意见,除针对本法具体条款提出修改意见外,一致认为制订本法是必要的。同时指出,在城市房地产管理方面,目前存在的房屋与土地分割管理情况,对加强房地产经济的统一管理十分不利,造成了一些损害和混乱,应该通过立法理顺管理关系。会议责成全国人大法制工作委员会对本法草案进一步调研和修改。
On March 29, 1994, at the 17th executive meeting of the State Council, the draft Law on the Administration of Urban Real Estate in the People’s Republic of China was discussed and passed, and the draft law of the People’s Republic of China was submitted for consideration by the NPC. The same year, May 8 to 12 at the Standing Committee of the National People’s Congress, the first consideration of “People’s Republic of China Urban Real Estate Management Law.” The members fully expressed their opinions on this law and, except for their suggestions on the specific provisions of this Law, agreed that the enactment of this Law is necessary. At the same time, it is pointed out that in the aspect of urban real estate management, the current situation of the division of housing and land management is very unfavorable to strengthening the unified management of the real estate economy, causing some damage and confusion. It is necessary to streamline the management of relations through legislation. The meeting instructed the NPC Legislative Affairs Working Committee to further investigate and amend the draft law.
