本文是作者在新疆浩瀚戈壁中“孤岛”型矿山——雅满苏矿奋战22年的切身经验之谈,创业之艰难跃然纸上。该矿采取的管理方法是“小社会”型、“多面手”型、“风险决策”型和“定心”型的,并且卓有成效。须指出,采取“小社会”型的管理方法无疑地增加了建设的难度,雅满苏矿是根据当时的经济条件并考虑到周围有盐、石灰石、芒硝、云母等资源而采取的。在1985年8月冶金部露天矿大型设备技术鉴定会上,冶金部矿山司王绍良司长曾宣布:“在荒凉地区、偏僻地区的矿山不要建家属基地,而把家属基地建在矿山附近的城市中。这样,既有利于改善职工、家属及其后代的生活和教育环境,稳定队伍,又有利于减轻后勤生活物质供应的压力”。雅满苏矿在乌鲁木齐和哈密市建设职工离退休基地,也正是体现了这个精神。在深化改革的今天,在矿石产量不受限制的条件下,该矿实行了吨矿工资含量包干的经营责任制,进一步调动了广大职工的积极性。
