质量监测能够为教育决策提供科学有效的数据支持,也是检验相关政策措施效果和效益的有效途径。基于未来人才与国力的竞争需求,当前世界各国纷纷在国家层面开展大规模教育质量监测。2015年4月,国务院教育督导委员会办公室颁布《国家义务教育质量监测方案》,正式启动中国义务教育质量监测工作;同年9月,重庆市颁布《重庆市教育督导条例》,为区域教育质量监测提供了强有力的法律和政策支撑。
