新中国成立之初,外交部对外联络时使用的交通工具,除了一辆1937年出厂的黑色“雪佛莱”轿车外,就是自行车了。而看似普通的自行车却在向各国旧驻华机构送交公函的过程中立下了大功。1949年10月1日庆典结束后,原中央外事组副主任王炳南按照周恩来预先的指示,立即着手处理将毛主席在开国大典上宣读的《中华人民共和国中央人民政府公告》和外长公函送达各国的工作。公告和公函准备好后,时间已经很晚了,数十封公函还要等着周恩来总理亲自签署,并且一定要在当天发出。总理让王炳南把公函送到北京饭店,在那里签字盖章,取回后立即送出。
