近年来,青海省统计局在各级党政领导的支持下,狠抓“双基”建设,通过开展统计基础管理年活动等形式,积极采取措施,结合当地实际,为加强统计基础工作做了很大的努力,改善了基层的统计工作条件,统计基础工作和基层统计网络建设取得了可喜的成果。一、加强基层统计队伍建设,健全基层统计网络。近几年,尤其是2001年,在全省州(地、市)、县机构改革全面展开的关键时期,省政府专门制发了《关于进一步加强统计工作的通知》,要求各级政府“严格贯彻《统计法》和有关规定,保证州(地、市)、县统计机构独立单设,保持统计队伍相对稳定。要切实加强乡镇统计组织建设和人员培训工作,各乡镇至少要配备一名专(兼)职统计人员,乡镇统计组织要有牌子、章子和经费,有主管领导和统计负责人,有办公室和必要的设施。”在全省的机构设置中,省统计局领导与各地区政府领导积极沟通,使得我省的县级统计机构基本上
