公文的编号,是为了行文和查找利用方便。过去习惯编法是,由年号、发文机关、承办部门、签署首长和公文顺序号五部分组成。省人民委员会已从一九六四年,仿照国务院公文编号,删去签署首长部分。为进一步体现政府工作中的集体领导,现确定从一九六五年起,各专员公署,各市、县人民委员会和省人委各工作部门所发公文的编号,一律删去签署首长部分(公文底稿首长必须签字)。
