民营经济已成为新的经济增长点和促进就业的主要渠道,是区域经济的主要动力和支柱。同时,非公有制企业安全生产状况也相当严峻,伤亡事故多发,职业危害严重。就岳阳而言,非公有制中小企业发生事故占全市工矿企业事故总数和死亡人数的80%以上。非公有制企业的安全生产问题,已经成为当前安全生产工作领域中的突出矛盾。
