受美国页岩气风暴的鼓舞,拥有丰富页岩气资源的中国也掀起了开发页岩气的浪潮。然而,要想释放本国的资源潜力,除了要掌握页岩气的勘探与开发技术,中国还要突破国内体制机制障碍。美国的经验表明,能源领域的市场化改革,不但有效地增强了企业的活力,而且改善了本国的能源安全形势,这为中国提供了新思路。目前,中国政府已经允许多元资本参与页岩气开发,这有望在能源开发的最薄弱环节为改革打开一扇窗口。如果页岩气开发模式能够取得成功,将为中国加快推进页岩油等其他非常规油气资源开发探索一条新的道路。
Inspired by the shale storm in the United States, China, with its abundant shale gas resources, has also set off a wave of shale gas development. However, in order to release the potential of its own resources, in addition to mastering the exploration and development technologies for shale gas, China must also break through the obstacles of its domestic institutional mechanisms. The experience of the United States shows that the market-oriented reform in the energy field has not only effectively enhanced the vitality of enterprises but also improved the energy security situation in its own country, which has provided China with new ideas. Currently, the Chinese government has allowed diversified capital participation in shale gas development, which is expected to open the window for reform at the weakest point of energy development. If the shale gas development model can be successful, it will explore a new road for China to accelerate the development of other unconventional oil and gas resources such as shale oil.
