种子产业及其生物技术对于农业的其他技术推广和投资行为来说,是一项投入少、见效快、收效大的产业。发达国家经验证明,在过去100年间,农作物产量提高的60%来自于种子科技进步。因此可以说,种子技术是农业的核心技术,农业技术竞争的核心是种子的竞争。为寻求湖北农业及种子参与国际竞争的突破口,2005年4月,由湖北省科技厅组织的“湖北农业科技代表团”访问了孟加拉、印度(下称目标国),考察了两国的农业和种子产业的发展现状,与政府有关部门及企业会谈,商讨杂交水稻、玉米和棉花种子的科技合作交流及贸易。本文特就湖北乃至全国种业走向南亚目标国参与国际竞争问题略陈拙见。
The seed industry and its biotechnologies are an industry with less investment, quick results, and high efficiency for the promotion and investment of other technologies in agriculture. The experience of developed countries shows that over the past 100 years, 60% of the increase in crop yields has come from advances in seed science and technology. Therefore, it can be said that seed technology is the core technology of agriculture, and the core of agricultural technology competition is seed competition. In order to seek a breakthrough for Hubei’s agriculture and seeds participating in international competition, in April 2005, the “Hubei Agricultural Science and Technology Delegation” organized by the Hubei Science and Technology Department visited Bangladesh and India (the target country) to inspect the agricultural activities of the two countries. The status quo of the development of the seed industry, talks with relevant government departments and enterprises, and discussed the technological cooperation, exchange, and trade of hybrid rice, corn, and cotton seeds. This article gives a glimpse of the issue of Hubei and even the country’s seed industry in the South Asian target countries participating in international competition.
