人无信不立。中华民族历来看重诚实守信,从孔夫子的“人而无信,不知其可也”,到我们党把“诚信”列为公民基本道德规范,都说明了诚信的重要性。但由于种种原因,当前诚信失范已经成为一个严重的问题,各种不守信、不践约的行为,例如假冒伪劣、偷税漏税、坑蒙拐骗、三角债、虚假广告等现象比较普遍。在金融领域,逃废银行贷款的行为屡禁不止,金融诈骗等犯罪行为时有发生,信用问题成为影响金融资产安全运行的一大隐患。这种状况,严重破坏正常的社会经济秩序,也是与加入世贸组织的要求格格不入的。 People without confidence. The Chinese nation has always valued honesty and trustworthiness. From Confucius’s “people without information, I do not know their own merits,” and our party’s “good faith” as the basic moral code of citizens, all illustrate the importance of honesty. However, due to various reasons, the current integrity anomie has become a serious problem. Various unruly and unwarranted behaviors such as fake and shoddy taxes, tax evasion, deceit, triangular debt and false advertisements are common. In the field of finance, the evasion of bank loans has been repeatedly banned, crimes such as financial fraud have occurred from time to time, and credit problems have become a major risk affecting the safe operation of financial assets. This situation, which seriously undermines the normal social and economic order, is also incompatible with the requirement of acceding to the WTO.
