水利部长江水利委员会主任蔡其华《如何评价三峡工程的防洪作用》一文,以2010年汛期三峡工程精细调度、科学调控的实践为例,对三峡工程的重要地位给予了中肯的实证评价。认为,经过建成以来首次较大洪水的考验,充分证明了三峡工程是长江中下游综合防洪体系中的骨干工程。
