军队依法管理干部是依法治军的核心、重点和难点。我军经过70多年的建设, 为依法管理干部打下了良好的现实基础。要实现依法管理干部的目标, 必须完备法律体系; 完善干部管理法的执行机构; 改进干部管理法律监督机制; 优化环境。从战略规划上分两个阶段实施。第一阶段: 用10年左右时间, 完善法律框架体系, 形成工作机制, 建立良好模式。第二阶段: 用20 年左右时间, 完备优化法律体系, 优化运行机制,全面提高, 总体推进。
The army’s management of cadres according to law is the core, key and difficult point of administering the army by law. After more than 70 years of construction, our army laid a good foundation for the actual management of cadres according to law. To achieve the goal of managing cadres according to law, we must complete the legal system, improve the implementing agencies of the cadre management law, improve the legal supervision mechanism of cadre management, and optimize the environment.
