2003年2月13日,欧盟出台《报废电子电器设备指令》(WEEE)和《关于在电子电气设备中限制使用某些有害物质指令》(RoHS),规定了废旧电子电气产品的回收、处理、再利用以及禁止在电子电气产品中使用铅、汞、镉等6种有害物质。这两项指令将分别于今年8月13日和明年7月1日开始实施。媒体对于这两项指令的报道已经沸沸扬扬,大多数的报道都是分析这两项指令对国内机电生产企业的影响,呼吁企业重视这两项指令并提早做出应对。目前,大多数的企业对“两指令”的重视度都有所提高,但同时,也有一些企业反映,尽管他们都知道了“两指令”的重要性,但在具体的操作过程中,还是有一些疑惑和问题。为此,本刊记者搜集和整理了企业的一些问题,并把这些问题转给专门研究、分析欧盟指令的认证机构——德国莱茵 TüV集团北京办事处和UL 美华认证有限公司,公司的专家和业务人员对此进行了解答。
