本文结合PPP模式,探讨企业在投资棚户区改造项目时,需要注意的政治风险。通过实证研究,并基于层次分析法来构建企业投资棚户区改造项目的政治风险指标体系。作者认为,在PPP模式下,对企业来说政治风险最大的是政府换届、政府信用的风险,通过专家评分和模糊评价法,得出结论政府偿债能力和拆迁工作对于棚户区改造项目的风险最大。
This article, combined with the PPP model, explores the political risks that businesses need to be aware of when investing in shantytowns projects. Through empirical research, and based on analytic hierarchy process to build enterprise investment shantytowns project of political risk index system. The author believes that under the PPP model, the political risk to the enterprise is the biggest change of the government, the government’s credit risk. Through expert rating and fuzzy evaluation, it concludes that the government’s solvency and demolition work risk to shantytowns reconstruction project maximum.
