社区居民委员会是城市基层政权和基层群众性自治组织。但是,社区居民委员会在办理日常证明、居民迁入迁出,新生儿上户等服务方面乱收费问题十分严重。对此,我们组织检查人员,对商州城区13个社区居委会,在2002年元月--2003年12月期间履行职责中乱收费情况,进行了认真的调查与检查。检查发现,2002年乱收费6.14万元,分别占到社区总收入和总支出的10.04％、8.42％:2003年乱收费7.08万元,分别占到社区
Community Residents Committee is the grass-roots urban government and grass-roots mass self-governing organizations. However, the community residents committees face serious problems in handling unlawful fees and charges for services such as daily proofs, residents moving in and out of the home, going to newborns and other households. In response, we organized inspections and conducted serious investigations and inspections of 13 community-based neighborhood committees in Shangzhou urban area during the performance of their duties during January 2002-December 2003. Inspection found that in 2002 chaos charges 61,400 yuan, respectively, total community income and total expenditures accounted for 10.44%, 8.42%: 2003 random charges 70,800 yuan, respectively, to the community
