一、开展生育保险,符合社会保险“大数法则”。自1996年10月起,根据1996年第39号省政府令,企业职工按照《福建省企业职工生育保险规定》开展生育保险。而机关事业单位女职工的生育医疗费用长期并在公费医疗中进行管理。在实行城镇职工基本生育保险制度后,机关事业单位女职工的这部分医疗费用无从列支。因此,为了解决这个向题,省政府同时颁布了《省、部属驻榕机关事业单位职工工伤、生育医疗费用统筹管理试行办法》,对机关事业单位女职工的生育医疗费用进行统筹管理。在工作中我们发现一些女职工少,或者未生育女职工少的单位对为何要参加生育医疗费用统筹表示不解。所谓生育医疗费用统筹,就是由劳动和社会保障部门所隶属的社会保险经办机构按照国家有关法律规定,在较大的社会范围内筹集生育保险基金。生育保险是社会保险的一个组成部分,当然也符合社会保险的“大数法则”。通过互助互济的方式,将发生在少数人员或单位的风险,转移到多数人或多数单位共同分担。集中的人数和单位越多,越能发挥抗风
