一、工作方针(一)一九五一年全省的农业生产,在国防第一的总方针下开展农业的爱国生产运动,仍以恢复为主,大力防除水、旱、虫灾,减少损害,保证生产安全,发动精耕细作,选种增肥,提高产量,以求达到一九四六年的生产水平,在个别地区条件较好的,争取提高,一般地区,至少保持一九五○年产量。(二)一九五一年的农业生产目标,仍以稻棉为重心,同时注意杂粮增产,对于茶、桐、麻等三项特产,亦应大力恢复与发展,以求换取外汇,增加工
