在“一带一路”战略实施中,基础设施建设必须先行,但其的融资规模巨大,公共财政无法承担。而PPP模式不仅能够将民间资本引入到基础设施建设中,拓宽融资渠道,缓解公共财政的压力,还能提升基础设施建设和运营的水平。铁路作为“一带一路”战略中基础设施建设的重要一部分,该文章研究民间资本进入跨国铁路建设和运营的理论依据,为铁路PPP项目的实施提供可行性参考。
In the implementation of the “Belt and Road” strategy, infrastructure construction must be preceded, but its financing scale is huge and public finances can not afford it. The PPP model can not only bring private capital into the infrastructure construction, broaden the financing channels, relieve the pressure of public finance, but also improve the level of infrastructure construction and operation. As an important part of the infrastructure construction in the strategy of “One Belt, One Road”, the article studies the theoretical basis for private capital entering into the construction and operation of transnational railway and provides a feasible reference for the implementation of railway PPP project.
