蘇聯科學院院長瓦維洛夫,在真理報上以‘爭取蘇聯科學的創造的進步’,爲題發表論文稱:蘇聯科學是具有若干獨特的原則性的特徵的。這些特徵首先是與科學在蘇維埃生活中的目的與任務緊密聯系着。在蘇聯,一切的調查研究與技術發展,都服從于崇高的建設共產主義社會的目的。瓦維洛夫繼稱:蘇聯科學在性質、內容和組成方面,均與資本主義世界的科學有極大的區別。在资本主義世界中,科學大體上是個人主義的。但是蘇聯科學則具有深刻的集體性。在蘇聯,科學的任務要集體地處理和解决,並以批判的精神進行集體的討論,這樣作不僅不妨礙個別科學家的創造性與才能的發揮,並且爲科學家創造了發揮個人才能的最有利的條件。唯有創造和培養科學的集體精神,才能在短時間內解决巨大的科學任務和技術任務,這是用舊方式工作的個別科學家完全不能勝任的。在蘇聯建國期間,蘇聯電氣化問題和建立强大的工業的科學與技術問題的解决,航空事業
