执法监察是一个由实践到法律的概念。执法监察的主要内容是检查遵守和执行法律、法规及政府决定、命令中的问题,功能在于保证政令畅通。执法监察、效能监察和廉政监察都是监察机关履行职责的方式,后两者的作用分别为促进“勤政”和“廉政”。执法检查和部门监察是行政监察体制之外的概念。
Law enforcement supervision is a concept from practice to law. The main content of law enforcement inspection is to check compliance with and enforcement of laws, regulations and government decisions, orders in the problem, the function is to ensure the smooth flow of government decrees. Law enforcement inspections, performance monitoring and honest supervision are all ways in which supervisory organs perform their duties. The latter two functions are to promote “diligence” and “integrity.” Law enforcement inspection and department monitoring are concepts beyond the scope of the administrative supervision system.
