1996年5月15日第八届全国人民代表大会常务委员会第十九次会议审议通过了《中华人民共和国促进科技成果转化法》。这是一部规范和调整促进科技成果向现实生产力转化活动中有关国家行为和市场关系,明确有关法律措施,以推动科技成果商品化、产业化的重要法律,是1993年7月全国人大常委会审议通过的《中华人民共和国科学技术进步法》的配套法律之一。促进科技成果转化法的颁布与实施,对实施“科教兴国”战略,加速科技进步,促进经济建设和社会发展,创造了良好的法律环境,提供了强有力的法律保障。
On May 15, 1996, the 19th Meeting of the Standing Committee of the Eighth National People’s Congress examined and adopted the “Law of the People’s Republic of China on Promoting the Transformation of Scientific and Technological Achievements.” This is an important law that regulates and adjusts the relevant state actions and market relations in promoting the conversion of scientific and technological achievements into real productive forces and clarifies relevant legal measures to promote the commercialization and industrialization of scientific and technological achievements. In July 1993, the Standing Committee of the National People’s Congress Considered by the “People’s Republic of China Science and Technology Progress Law,” one of the supporting laws. The promulgation and implementation of the Law on the Conversion of Scientific and Technological Achievements have provided a powerful legal guarantee for the implementation of the strategy of “rejuvenating the country through science and education”, accelerating scientific and technological progress, promoting economic construction and social development, and creating a favorable legal environment.
