在《深圳特区报》“外向型经济问题”的通讯讨论中,我曾经提出:外向型经济有其特殊的经济功能和运行机制的,不能只看产品结构和生产结构,还应看整个经济结构和经济体制。最近有同志提出,实现外向型经济是一个社会系统工程,光解决某一“零部件”或某方面的“技术”还是不行的。这是对外向型经济的认识的一大进步。特区要实现外向型经济,重要的是要从总体上来认识和把握外向型经济,研究和解决特区实现外向型经济的市场目标模式和主要矛盾,从而提高整个经济的功能和机能,改革不适应的经济体制和行政体制,而不能零敲碎打仅仅抓住某些行业和部门的个别问题。
