民兵装备是指配备给民兵使用和储存的武器、弹药和技术器材。它是构成民兵战斗力的要素之一,是加强国防后备力量建设和开展人民战争的重要物质基础。民兵装备建设是新时期民兵建设的重要内容,其建设发展有自身的特殊要求与规律,对于提高国防后备力量军事训练水平,遂行战备执勤、保卫边疆、维护社会治安任务,增强国防整体实力,提升国家军事威慑力,遏止强敌人侵,维护祖国统一和国家安全具有重要战略意义。长期以来,由于种种原因,民兵装备建设总体水平不高。随着战争形态、作战任务、科技与经济建设的发展变化,民兵的地位作用、任务使命、编制体制及运用环境已产生很大变化,对民兵装备建设提出了许多新的要求。民兵装备建设必须与之相适应,立足打赢信息化条件下的局部战争,科学筹划,分步实施,逐步建成具有自身特色的民兵装备体系。
