为了把我省粮油种植结构调优,把粮油生产的品种、质量、效益提高到一个新的水平,实现农业增效、农民增收,整个经济健康发展,根据国家粮食流通体制改革精神,现就利用经济杠杆,促进结构调整,发展优质粮油的有关问题通知如下:一、正确分析形势,加深对发展优质粮油的认识粮油生产是我省农业的大头,是农民收入的主要来源,也是保持全省经济社会稳定发展的基础。近几年,各地坚持调整优化农业结构,推动粮油生产向优质转变,取得了明显成效。全省低劣质稻基本被淘汰更换,中优质稻比重上升,优质化进程加快;“双低”油菜种植面积在油菜面积中占到50%。但是,优质粮油发展仍然不适应市场发展的需要,速度不快,
