流通产业公益性产品是流通产业发展的基础与保障,基础设施提供不足、供需不平衡、管理机制不健全是当前我国流通产业公益性产品供给需要解决的问题。根据政府供给、企业供给、政府与企业共同供给三种常见方式,流通产业公益性产品供给应坚持竞争机制、完善相关法律法规、实行政府授权式管理、借鉴民营企业管理经验提高其供给效率。同时,通过完善流通制度体系、推广混合供给模式、建立健全公共商务服务信息体系、建立流通产业安全防护体系,不断提升我国流通产业公益性产品供给效率和水平。
Circulation industry Public welfare products are the basis and guarantee for the development of circulation industry. The problems of insufficient supply of infrastructure, unbalanced supply and demand and imperfect management mechanism are the problems to be solved in the supply of commonweal products for circulation industry in our country. According to the government supply, the supply of the government and the common supply of the government and the enterprise, the commonweal supply of the circulation industry should adhere to the competition mechanism, improve the relevant laws and regulations, implement the government authorized management and learn from the management experience of private enterprises to improve the supply efficiency. At the same time, through the improvement of the circulation system, the promotion of the mixed supply model, the establishment and improvement of the information system of public business services, the establishment of a safety and protection system for the circulation industry, and continuously improving the efficiency and level of supply of public goods in the circulation industry in our country.
