淤地坝是黄土丘陵沟壑区治沟工程的一项重要措施。建国三十多年来,我县已建成淤地面积10亩以上的淤地坝1984座,已淤坝地4.82万亩,利用3万亩,每年产粮约7500吨,占全县粮食总产的11.8%,拦蓄泥沙9000万立方米,为减少入黄泥沙,发展农业生产发挥了巨大的作用。这些淤地坝大都建于60年代末期和70年代,未经统一勘查、规划,多为群众自发搞起来的,只能抵御5~10年一遇的洪水,防洪标准较低,现在多数坝已基本淤满,处于危险状态。因此,通过全面规划,对已建淤地坝有选择、有计划地进行加高改建,提高防洪标准,防止暴雨情况下的水毁,以充分发挥水保效益和生产效益,已成为群众的迫切要求。这也是当前水利水保战线一项刻不容缓的重要任务。
