随着辽宁沿海经济带新型城镇化、工业化、农业现代化以及城市智慧化的不断发展,城乡规划、土地利用总体规划、林业保护规划、海洋功能区划等专项规划对同一区域土地安排的矛盾和冲突越来越明显,影响了经济社会的协调、稳定发展。为此,文章研究了城乡规划、土地利用总体规划、林业保护规划、海洋功能区划等多规冲突测度的技术方法,探讨了“1+X”的多规融合路径,并以大连庄河为例进行实证分析。为辽宁沿海经济带乃至全国沿海地区实现土地资源区域统筹协调利用提供技术依据和借鉴。
With the new urbanization, industrialization, agricultural modernization and urban intelligence in Liaoning coastal economic belt, the contradictions and conflicts between the special planning of urban and rural planning, land use planning, forestry protection planning and marine function zoning in the same area have become more and more contradictory The more obvious the impact on the coordination of economic and social development and stable development. Therefore, the article has studied the technical methods of multi-rules conflict measure such as urban and rural planning, land use planning, forestry protection planning and marine function zoning, and explored the multi-regulatory fusion path of “1 + X”, taking Dalian Zhuanghe as an example conduct empirical research. It provides technical basis and reference for realizing the overall coordinated utilization of land resources in Liaoning coastal economic zone and even the coastal areas in China.
