十七大报告提出了“建立以工促农、以城带乡长效机制,形成城乡经济社会发展一体化新格局”的新战略。而之前的几个月里,国家发改委牵头在全国10余个省市县开展了一项名为“城乡一体化改革试点”的调研活动。这项调研的意图是通对一些已经展开城乡一体化尝试的区域进行实地调研,总结改革经验教训,以资政策借鉴。据悉,这项调研是整个课题的第一步,整体将持续3年,包括前期研究、试点推进、阶段总结、研究成果推出等环节。
The report of the 17th National Congress of the Communist Party of China set forth a new strategy of “establishing a long-term mechanism that promotes agriculture through industry and brings cities to the countryside, and forms a new integrated pattern of urban-rural economic and social development.” In the previous months, the National Development and Reform Commission took the lead in conducting a survey called “pilot reform of urban-rural integration ” in more than 10 provinces, cities and counties across the country. The purpose of this survey is to conduct field research on some areas that have already started urban-rural integration trials, summarize the lessons learned from the reform and draw lessons from the funding policies. It is reported that this survey is the first step of the entire project, the overall will last for 3 years, including pre-research, pilot promotion, phase summary, the introduction of research results and other sectors.
