He believes that the current financial system is an incentive for local governments to lease land at will. The defects of land system make it possible for local governments to lease land at random. To improve the fiscal and taxation system that matches the power of attorney, to strengthen the management of the land transfer income, and to regulate the land acquisition and leasehold activities, is the solution to the problem of geothermal heating.
