宜兴抽水蓄能电站工程实施后,国家政策和市场情况发生了较大的变化,因而可研概算中的部分项目和费用与工程实施结果不能完全符合,依据原批准概算难以满足投资控制的实际需要,按照国家有关政策和业主的要求需重新编制。重编概算就建设体制与管理模式对造价的影响,设计对投资造价控制的作用,国家政策变化的影响等进行了分析研究,调整重编后,概算的结构更加合理,更加便于业主实施控制。
After the implementation of Yixing Pumped Storage Power Station Project, the national policies and market conditions have undergone major changes. Therefore, some of the projects and costs under the feasibility study can not be fully consistent with the results of the project implementation. Based on the original budget estimates, it is difficult to meet the actual needs of investment control , In accordance with the relevant national policies and the requirements of the owners need to be re-compiled. Based on the analysis of the influence of the construction system and management mode on the cost, the effect of the design on the control of the investment cost and the influence of the change of the national policy, the structure of the budget estimate is more reasonable and more convenient for the owners to implement the control.
