我省合作化运动,现在正处于第二个高潮中,全省加入农业生产合作社的农户已达到全省农户总数的百分之六十左右,运动在继续蓬蓬勃勃的发展着。随着合作化运动的发展,农村中的阶级斗争日趋尖锐复杂起来,「将被消灭的富农阶级必然要和反革命分子、地主分子互相勾结起来进行反抗和破坏,而且他们还要利用农民小生产者特别是中农的传统的私有制观念的弱点同我们进行斗争」,几年来事实证明,反革命分子、地主、富农分子,对这一运动的破坏是极其严重的。为了从司法方面保障我省农业合作化运动的顺利发展,全省各级人民法院和司法行政机关,必须把保障农业合作化运动作为自己经常的中心任务。兹根据最高人民法院和司法部「关于加强司法工作保障农业合作化运动的指示」及我省情况,特作如下指示:
The co-operative movement in our province is now at the second peak. In order to ensure the smooth development of the agricultural cooperation in our province from the judicial aspect, the people’s courts at all levels and the judicial administrative organs at all levels in the province must regard ensuring the agricultural cooperative movement as their regular and central task. In accordance with the instructions of the Supreme People’s Court and the Ministry of Justice on “Strengthening the judicial work for the protection of agricultural cooperation” and the situation in our province, we hereby make the following special instructions:
