探索机构,风险、产品“三维一体”的监管架构,其意义不仅是在传统的机构、风险监管之上增加一个产品的维度,而且是希望抓住“产品与交易才是银行业消费者权益的主要载体”这个关键点,使监管目标直接针对银行业消费者保护,从而推动监管体系和监管方法的创新加强金融消费者保护成为后危机时代全球金融监管改革的共识。保护银行业消费者权益是全行业对党的十八大关于“实现好、维护好、发展好最广大人民根本利益”重要精神的贯彻落实。根据银监会的统一部署,上海银监局借鉴国际金融监管改革经验,结合我国银行业消费者保护实际,优化机构、风险、产品“三维一体”的监管架构,探索行为监管与审慎监管相结合的方法创新,突出“产品—行为”的消费者
