高效的村社权力是农村集体经济发展的关键因素,村社权力效能与集体经济发展之间存在正相关性。村民选举赋予村干部权力,政权意志制衡村社权力,干部素质决定了村社权力效能。在农村集体经济活动中,村社权力处于治理地位,村社权力具有协调集体经济的功能。只有激活村社权力,重视村干部选择培养与利益实现,约束村社的法外治权,才能促进集体经济发展。
Efficient village community power is the key factor in the development of rural collective economy. There is a positive correlation between the power efficiency of village community and the development of collective economy. The village election gives the village cadres the power, the political power checks and balances the village community power, and the cadre quality determines the village community power effectiveness. In rural collective economic activities, village community power is in a dominant position and village community power has the function of coordinating the collective economy. Only by activating the power of village communities, attaching importance to the training and interests of village leaders, and restoring the extraterritorial rights of village communities can we promote the development of collective economy.
