《国民经济和社会发展“九五”计划和2O10年远景目标纲要》提出,“九五”期间,要切实把经济工作的着重点放在转变经济增长方式上,努力做到速度和效益相统一,微观活力和宏观调控相统一,总量增长和结构优化相统一。笔者认为:要实现内河水运经济增长方式的转变,除行业内和企业间加强微观协调管理,注重走内涵扩大再生产的道路外,强化国家宏观调控和计划调节,创造一个良好的外部环境,使水运企业能顺利进行外延扩大再生产,也是极为重要的。
