目的:了解上海市流动人口孕产妇享受限价产前检查和住院分娩服务现状,完善流动人口分娩救助方式。方法:以调查表和问卷形式,调研上海市平产分娩点限价服务实施基本情况,包括准入条件、财政补贴和限价收费执行情况等。结果:①2010~2011年上海市有21家平产分娩点医院开展限价产前检查和住院分娩服务,2011年较2010年流动人口孕产妇比例略有上升(80.7%升至82.6%),而享受限价住院分娩的比例有所下降(73.9%降至72.0%)。②21家平产分娩点中,8家(38.1%)连续2年无财政补贴,每年享受限价分娩人数不足百人。③现行限价标准过低,服务对象拒付超出费用,2010~2011年欠费共50万元。结论:平产分娩点为流动人口孕产妇提供限价服务,在一定程度上减轻了生育负担,但准入条件、落实财政补贴、限价标准等重要环节有待调整与完善。
OBJECTIVE: To understand the status quo of antenatal examination and hospital delivery services for pregnant women in floating population in Shanghai, and to improve the delivery method for migrant workers in floating population. Methods: By questionnaire and questionnaire, the author investigated the basic situation of the implementation of the limit delivery service in Shanghai, including the admittance conditions, the implementation of financial subsidies and limit fees. Results: ① From 2010 to 2011, there were 21 delivery centers in Shanghai with limit delivery prenatal care and hospital delivery services. In 2011, the proportion of pregnant women in floating population increased slightly (from 80.7% to 82.6%) in 2010 compared with that in 2010 The rate of hospital delivery with limited price drops (73.9% to 72.0%). ② Among 21 births, 8 (38.1%) had no financial subsidies for 2 consecutive years, and had less than 100 births each year. ③ The current limit price is too low, the object of protest over cost, 2010-2011 arrears a total of 500,000 yuan. Conclusion: The average labor delivery point provides the service of limit price to the floating pregnant women and mothers, which alleviates the birth burden to a certain extent. However, important conditions such as admittance conditions, implementation of financial subsidies and price limits need to be adjusted and perfected.
