在民主集中制是由谁最先提出的这个问题上,我国学术界一直存在不同的解释。本文认为,列宁不是提出民主集中制的第一人,在列宁及其所领导的布尔什维克使用民主集中制概念之前,这个概念就已经被提出,但是,列宁的集中制思想和关于党的组织原则的有关论述,为民主集中制原则的形成奠定了理论基础,必须承认列宁对民主集中制原则作出的理论贡献。造成我国学术界长期在谁最先提出民主集中制这个问题上众说纷纭的原因是多方面的,既有客观原因,也有主观原因。
